Prescription Monitoring Program

The Prescription Monitoring Program (PMP), previously known as the TRICARE 1-1-1 Program, is administered by the TRICARE Pharmacy (TPharm) contractor, Express Scripts, Inc.

Military treatment facility (MTF) providers may identify beneficiaries who potentially have "drug seeking behavior" or are at high risk of harming themselves through accidental overdose of narcotics and/or other high risk medications. Express Scripts reviews prescription utilization patterns of high risk medications and provides reporting (CAC required) for MTFs to support this process. Once identified, the provider may consider placing certain restrictions on the pharmacy benefit. The provider has the option to restrict the beneficiary to: 

  1. A specific pharmacy(ies) and/or provider(s) for all medications.
  2. A specific pharmacy(ies) and/or provider(s) for all controlled medications or selected controlled substance schedules.
  3. A specific pharmacy(ies) and/or provider(s) for specific medication(s) or class(es) of medications.

The Prescription Monitoring Team at Express Scripts will enter the restrictions into their system. The system will generate warnings to notify all points of service, to include MTFs, if a prescription conflicts with provider and/or pharmacy restrictions for a beneficiary.
